Haley is a seasoned Arabic-speaking MENA researcher, policy advisor, analyst, and writer with more than 15 years of experience spanning UN agencies; think tanks; international humanitarian, development, and human rights organizations; development consulting firms; and private companies, among others. Areas of research include geopolitics and policy, conflict and political risk analysis, effects of climate change, security actors, and peacebuilding. Much of her experience includes conducting field research in high-risk zones.

Haley delivers high-caliber analysis, research, and policy advice on violent conflicts and geopolitical trends across the Middle East, especially Iraq, Lebanon, and Syria. Her approach combines a comprehensive understanding of different sectoral priorities —including strategic foresight, foreign policy, humanitarian, development, human rights, regulatory and commercial risk, and conflict assessments, with proven methodological rigor. She has an in-depth understanding of contemporary works and literature on violent conflict, security actors, peacebuilding, post-conflict governance, and political economy.

Since 2009, she’s produced hundreds of published and internal client reports for dozens of institutions. Her articles have appeared in Foreign Policy, The Washington Post, the Carnegie Endowment for International Peace, the Middle East Institute, World Politics Review, and The Century Foundation, as well as other publications. Haley’s work has been cited in news articles, academic research, think-tank publications, government and UN reports. She’s presented expert testimony at the House of Commons, the European Union Agency for Asylum, etc. Haley presented working papers at the Gulf Research Meeting at Cambridge University, the Conflict Research Society at University of Edinburgh, the Gulf International Forum Symposium at Georgetown University, the 2025 American Political Science Association (APSA) conference, and the 2025 Middle East Studies Association (MESA) conference.

Past clients include the World Bank Group, the International Crisis Group (ICG), Office of the United Nations High Commissioner for Human Rights (OHCHR), United Nations Institute for Disarmament Research (UNIDIR), International Organization for Migration (IOM), European Union Agency for Asylum (EUAA), Center for Strategic & International Studies (CSIS), GIZ, Norwegian Refugee Council (NRC), Danish Refugee Council (DRC), among others. She also consulted to private sector companies and development consulting firms.

Haley previously worked as the Lebanon Researcher at Human Rights Watch, Middle East Program Manager at the International Refugee Assistance Project (IRAP), and with the UN in Damascus. She holds a BA/MA in History from Brown University.
